Monitoring and Evaluation (M&E) initiatives in the Philippines have significantly progressed since the reorgaization of the Regional Development Council (RDC) and the establishment of the Regional Project Monitoring and Evaluation System (RPMES), under the Memorandum Order No. 175 (s. 1988), and Executive Order (EO) 376 (s. 1989), as amended by EO (s. 1993).
Over the past three decdes, M&E practices have evolved, assuming a critical role in evidence-based decision makig, particularly in Public Sector Management (PSM). This role is strengthened by the national government, particularly through the National Economic and Development Authority, with the creation of the National Project Monitoring Committe and firming up the M&E guidelines. These reforms , including the issuance of the National Evaluation Framework on 15 July 2015, are essential in aligning government effors toward conducting M&E in supportof the achievement of the country's long term vision, Ambisyon Natin 2040.
At the local level, one defining change was the passage of Republic Act 7160, or the Local Government Code of 1991, which devolved various functions, including M&E, to local government units (LGUs). Given the evolving landscape brought about by the COVID-19 pandemic, the full implementation of the Mandanas-Garcia Ruling under EO 138 (s. 2021), and the increasing role of government agencies in project implementation, strengthening M&E practices has become more crucial than ever.
In 2023, pre-selected NEDA Regional Offices hosted the Inter-Island Network Forum on M&E, bringing together professionals, experts, and leaders from Luzon, Visayas, and Mindanao to discuss the latest trends, best practices, and innovations in M&E. To build on this momentum, this initiative will be replicated and expanded through the conduct of dedicated M&E Forum for the Visayas and Mindanao Island groups.
